event viewer is clean.
Nothing has changed except I overwritten the certdat.inc with the original
file.
IIS is using 443 https://
IIS is set to Integrated Windows Authentication.
If I logon to the server as domain admin and go to https://localhost/certsrv
it works.
If I try to access the site from my PC I get challenged my credentials do
not work but if I put the domain admins credentials in it works.
The security on the certdat.inc file only has the system and domain admins
and both are set to full control.
This is why I'm thinking maybe there should be somthing else maybe
authenticated users!

Are you logged on with the same credentials that you are supplying to logon
with? If so, it may be an IIS setting. Was anything changed in IIS? Are you
using https:// to connect or without SSL? In IIS, is it set to allow
Integrated Windows Authentication?
