Disk quota creation and "PROPER" client permissions

Does anyone have a step by step procedure on how to create disk quotas
for users with the minimal amount of steps and having the permissions
set properly for the users to access their folder?
I have read through many Windows Server 2003 (and RC2) big books,
researched newsgroups and countless Internet sites, and even though
what seems like a very simple process, I cannot get them to work
properly. My main issue is client access to their home directory after
creation when using the %username% in their profile.
On some of the larger newsgroup sites, questions from others regarding
the same issue state that you need to go into the "Sharing and
Security" properties and adjust the permissions for each folder. From
my understanding, this should not need to be done since the folder
creation for the user using the %username% (theoretically) assigns
the appropriate permissions to the folder. While the user does get
their mapped drive to the folder, they are denied access. I cannot see
doing this for hundreds of users.
Am I missing something very simple here or are there more steps than
they let it on to be?
