SHARE security is Everyone=FULL. this has always been the standard for NTFS
Folder Sharing Security. NTFS permissions are also valid with only SYSTEM
and Administrators = FULL. No users allowed.

You stated you checked the file sharing and it is turned on. Did you check
the Share Permissions? By default, Everyone = Read Only through the share.
I would suggest to change it to the following:

Remove Everyone
Add:
Domain Admins FC
Authenticated Users Change
