Scheduled tasks greyed out - cannot run, end task

I have a Windows 2003 domain and all of the servers in the domain are unable
to run any scheduled tasks.

We got hit by the Conflicker virus and we had to follow this Microsoft KB:

That modified the c:\windows\tasks permissions. I reset the permissions
thru Group Policy, refreshed the policy but the Run is still greyed out.

I tried creating a new task and the same thing.

I verified the Scheduled task service is running.

How can I fix it?
