Windows 2003 clock running slower

I have a server with Windows 2003 ent. SP2, everything works fine, except
that the clock is always running slower than it should.
CMOS battery is fine, server is up to date, all software and services are
working properly. If I synchronize the server with internet time, 24 hours
later it will be a few minutes behind.
I also have Windows 2008 trial and Windows 7 trial versions installed on the
same machine, if I reboot to one of them and leave it running for a few
days, the clock seems to always be correct.
I wonder what could be the cause? Could there be a bug in some of the latest
windows updates from the last few months, that are related to the time?
The last successful synchronization was 2 days ago, but the clock is already
12 minutes late.

I also noticed this event today:
Event ID:36, Source W32 time
The time service has not synchronized the system time for 86400 seconds
because none of the time service providers provided a usable time stamp.
The time service is no longer synchronized and cannot provide the time to
other clients or update the system clock. Monitor the system events
displayed in the Event Viewer to make sure that a more serious problem
does not exist.
