Below is the current result of ipconfig /all for this situation. I have tried
to join the domain with XP SP2&SP3. I have followed the instructions in
KB247811 and all of the tests are successful. I still get "The network Path
not found" when i attempt to join the domain.

Assuming the answer above is true, from a troubleshooting perspective have
you tried disabling (temporarily of course) your AV program while you try to
join? Also, have you tried joining with a computer running XP SP2 and not
SP3?

You are correct, the scope options were set to just domain previously. It
is
now set to domain.local but nothing changed in terms of being able to join
the domain.

Did you add them with DHCP scope options? Do you try to add the machine
with
NetBIOS name or with FQDN?

Just inherited a single 2003 server installation. the server has AD,
DNS, DHCP installed and all appear to be working correctly but I
cannot join any new systems to the domain. Every attempt yields
"network path not found." I am using a domain admin account,
nslookup resolves correctly, i can ping everything. No firewalls or
routers sit between the server and workstations. A records look
good, PTR records look good. Everything looks good but the attempts
to join still fail. Netdiag shows no errors.
Server is 2003 sp2, workstations are XP sp3.
