Server 2003 R2 Internet help. please very important

Hello everyone.
I am running a domain controller on a windows 2003 r2 server, I usually
use 2 nic 1 of them with the internet comin in and the other to send
out the internet along with the domain controller rules, but now i am
having some problems people cannot connect to the internet and when they
do it is very slow and connection fluctuates, what i want to do now is
use a windows xp computer along with Winproxy to filter the websites for
the internet and still have my domain controller as a separate computer
running my domain.. how can I get the client pc's to run to domain form
the server 2003 r2 and get the internet form a windows xp computer
running windows xp. how can i configure the server and the xp based
system to accomplish this ?
please help because i am trying to help how a small school in my area.
