On topic, why would any one still want to allow telnet into server? there
are far better and more secure way to connect server or control servers

Did you check your firewall settings and see whether those ports are
blocked? Some with remote administration feature I believe.

I cannot telnet into ports 80, 443, or 3128 locally or remotely

It does not matter what application I'm talking about - it's your machine
that is under scrutiny. Here are some applications and the default port
numbers they use:
SMTP Server 25
POP3 Server 110
VNC 1723
RDP 3389
VNC Listen 5500
VNC Server 5900
Unless you have an application listening at a given port you won't get a
response to your telnet command.
