Did you check your firewall settings and see whether those ports are blocked? Some with remote administration feature I believe.

It does not matter what application I'm talking about - it's your machine
that is under scrutiny. Here are some applications and the default port
numbers they use:
SMTP Server 25
POP3 Server 110
VNC 1723
RDP 3389
VNC Listen 5500
VNC Server 5900
Unless you have an application listening at a given port you won't get a
response to your telnet command.
