I am trying to find a solution to install security updates on Server
2003 without having to restart the server to fully apply the updates. I
have read about hot patching but that only works if the updates supports
it. I know some techs just restart a particular service to apply the
update but how do you know which service is associated with what update?
I am a little confused with my options.

You'll just have to find time to reboot it. It is only a matter of 2 or 3
minutes in reality.
Early on MS had a policy to design patches to be "reboot proof". It did not
work out very well and they gave up on the idea. I believe they had too
many problems with them not "applying" as they should without a reboot even
though they were supposed to (which is the same trouble you will have).
This is why patches from about 2 years ago require less reboots then older
patches before that or the later newer patches.

I believe this was around the period of the XP SP2 release.
