It's because the existing domain controller is Server 2003, and the one you're trying to add is Server 2003 R2. R2 requires a newer version of the schema.
You need to upgrade the forest schema as per the error message that you receive. Increasing the domain functional level will not resolve the problem because the schema will still be incompatible with R2.
