For backup add the user account to the Backup operators group on the specific server or to the AD Builtin Backup Operators group.

What is the best way to Allow a Jr. Admin to Add users and machines to
the Domain, and manage the Backup Server to backup every file without
giving them access to view the files and other Domain items?
