You may want to give the steps outlined here a spin:

Basically you need to create a .reg file and merge this with the registry
of
all your machines. You will then need to create a .vbs script to reload
the
TimeZoneInformation registry key.

Workstations are XP SP3 different ages and configurations
Client software requires users to have local admin rights (Uggh)
I am in Aus GMT +10
Daylight saving has started earlier than usual (About 3 weeks I think)

we are GMT +11
All servers and workstations have the same regions, time zones, and
daylight savings settings.
The DC and other servers show the correct time
Some workstations show the correct time
Other Workstations show GMT +12 (I think is is Local time + daylight
savings on server + daylight savings on local because if i remove the

savings time the machine is correct)
I cannot see any reason why some are correct and some are not
Login scripts run a net time set from the DC
If I run a net time \\server /set /yes I get both Current time and Local
time for the server. Some workstations choose the current and others
choose
the local.
As a result some users have changed times manually and now Outlook is all
messed up with appointments.
Any ideas?
