Current Status:

I have run the netdiag on the AD server, and it has now passed all tests.
So, the next part that is failing is when I attempt to run the

setup /preparealldomains

I have tried different variations, but it pops up an error, stating, "Go to
control panel and install components"

Which ones do I install, and where are they located?

Did you run the other preps in the order they are to be run? The preparedomain step is the last one to be run.

Otherwise you probably didn't install the required software for Exchange 2007, such as the Powershell, .NetFramework 2.0, .Netframework updates, MMC 3.0 (unless already Windows 2003 R2), etc. If the server is 64bit, you can use the Exchange 2007 either RTM or SP1 release CD. If the server is a 32bit machine, you will need to download the 32bit demo version to run it on a 32bit machine.

Then (if not already done so)...
Run setup.com /PrepareLegacyExchangePermissions
Run setup.com /PrepareSchema
Run setup.com /PrepareAD
Run setup.com /PrepareDomain (or /PrepareAllDomains if there are more than one domain in the forest)
