TSCAD <TSCAD@xxxxxxxxxxxxxxxxxxxxxxxxx> requesting assistance, typed the following:

Ace,

Thanks for checking in on me and I apologize for not mentioning that
I did try what you suggested. When I removed the one key that you
suggested and attempted to re-boot the machine wouldn't shut down. I
had to physically turn it off and then back on. When the machine
re-booted I ran the command as recommended and all passed with "No
Errors". I attempted a Backup (which by the way has always been
successful) and received the same error. Upon checking the registry
the subscriptions key no longer exists. I deleted it, and it never
re-created it.

Thanks again for your help. Any more suggestions would be greatly
appreciated!

I assume this machine was not cloned without being sysprepped.

Any services disabled?

What EventIDs are being generated?
It could also be simply a driver issue. Was anything updated recently?

Is the volume you are trying to backup an OEM created volume? Not sure if it will apply, but take a look at the following link:

I know it doesn't apply to your case, but there's a hotfix for Windows 2003 VSS. There may be one not publicly released for 2008.

Sorry I can't think of anything else. Possibly get Microsoft PSS involved. If you do, I would be curious of the cause and resolution they provide.
