No, system state backs up the Registry.
Any normal backup that includes the "*/system32/dhcp" folder will backup the
DHCP.mdb file.
If you also did the builtin back abiltiy of the DHCP Service itself then it
creates the backup folder at "*/system32/dhcp/backup" with a copy of the
database below that,...which now leaves you with two copies of the database
if you run a tape backup.

which backup are you referring to - the system state backup or what?
