Regarding the first question:

Well, there is no need to stop these services. However, you should make
sure that there is no application or program interacting with these
services during the installation. If you have any applications or grogram
interacting with these services, you should close them. Besides, there are
some other things you should do before you install SP2, see the following

Regarding the second question:

Well, SP2 only includes fixes for .NET Framework 1.1, rather than .NET
Framework 2.0. So, if you have installed .NET Framework 2.0, you may need
to apply some latest hotfix for .NET Framework 2.0 to ensure it can work
well after the updating. That's why you need to use Microsoft Update
(http://go.microsoft.com/fwlink/?LinkId=85856).
