Hello priyanknewbeeee,
Create a new GPO, link it to a new OU under the OU where the users reside now, change the settings and move the 5 user accounts to this OU. So they should get the normal policy, except the RUN CMD, because in the new GPO it is are allowed only for them.

hello floks
i dont have much knowledge about AD so could u short it out my problem
pls.
well i have 80 users n they cant access the RUN CMD prompt but now i
want give only 5 user to access the RUN CMD i dont know how to give
the access permission.and 75 would be as it is
