Network printer busy

I am trying to change the IP address of my printer, but I get the
message "Cannot change IP address because printer is in use"". I have
tried unplugging and plugging the printer back both power and cable. I
have rebooted my server, all to no avail.I cannot print at all and
always get the message "Network printer busy" when I do that.
Any ideas? Would appreciate any input about this.
