Try setting up the printer and installing the printer driver directly on the

server (or communication between server and workstation).

Good idea. This one's interesting. I tried this. Since the good
workstation works with a driver being installed on the server or not I
tried this approach on the Win2k box. At first the queue dialog pops
when I send print job to queue and hangs saying printer is busy or
print error. I made changes. Now when I click print in an app or
test page the queue dialog pops up then goes away immediately
suggesting that the printing is working, yet nothing prints at the
printer.
Could this be a permissions thing?

Print permissions are assigned directly from the printer's Properties dialog
box (Security tab) - grant them either directly to the user of the Win2k Pro
workstation or a group that user is a member of...

Spectacular! I can't wait to try this!!
