Server 2008 uses a lot of the code base from Vista that is now at the SP1 level. My understanding is that designating Server 2008 as "SP1" is related to the process for making and distributing updates (e.g. security updates and other hotfixes), many of which will be the same for Vista as for Server 2008, and is not really a "marketing" thing.

Having just installed Windows Server 2008 RTM I was surprised to find
that the O/S already claims to be at Service Pack 1. A look at System
Properties (right-click on Computer, select Properties -or- Control
Panel/System) shows the following:
Windows Server Standard
Copyright 2007 Microsoft Corporation. All rights reserved.
Service Pack 1
In addition WMI returns the following O/S info:
Caption: Microsoft® Windows Server® 2008 Standard
CSDVersion: Service Pack 1
I know there are a lot of folks who won't adopt a new O/S until SP1
comes out, but starting off with SP1 would be a pretty nervy marketing
move.
