Permission for folders on file servers

Hi,

I have a Win2003 Standard Edition with SP2 and it has the role of a
file server.I am the administrator for the file server.

My problem is I have set Modify permissions for users to specific
folders.The Aim is to provide them with read/write/append
permissions.For that,I had given the users Read/Write/Modify
permissions but this enables them to create/delete sub folders inside
the folders to which they have permissions.And when they create new
folders the ownership of the folder is with them. This makes my life
difficult because when I set permissions on the parent folders ,those
permissions dont seem to reflect on the folders which have the
ownership changed from ADMINISTRATOR(The sub-folders which the user
creates inside the parent folder).Also they are able to delete the sub
folders. Is there any way by which I can prevent them from deleting
the sub folders but still be able to create new folders(which should
have the ownership with ADMINISTRATOR and not transferred to the user
who creates the sub folder).

when the new folder is created I make sure that they dont uncheck
"Allow Inheritable permission to propagate to this folder" but still
the ownership gets changed to the user who has modify permissions and
I dont want to give them anything more than the following requirement

1.Create New folder- Yes (without transferring ownership!)
2.Delte sub folders- NO
3.Allow them to read -Yes
4.Write- YES
5.Create new files-YES
6.Append to earlier files existing in the Folder- YES

Any help on this will be greatly appreciated as I am losing a lot of
time configuring file servers along with my other responsibilities.
