30 seconds to change the attributes of a file

Server 2003: In a directory completely devoid of all files except for the
hidden thumbs.db (ranging in size from 8Mb to 40Mb), while working on the
local machine the command
attrib -s -h *.db
Takes 20-30 seconds to execute.
Why would this be taking so long? No errors in the event log directly
related to this, and the various disk health scans I have run always report
no errors.
