is it local or domain account ?
If it's domain account, installing a new server won't help. Check the Default domain Policy GPO.

Windows 2003 Standard Server.

This is a new Server bought from Dell and do not know where else to look for
support.
I am trying to set up users and therefore change user passwords.

I cannot and get the message
"Windows cannot complete the pwrd.
Password does not meet the password policy requirements etc."

I have checked the policy in domain controller Securtity Settings and they
we all not defined.

So I have tried by defining and following the rules.
Still cannot change a password.
Have looked on Microsoft website and downloaded a hotfix and still no luck.

Can anybody help?

I would think a new install on a new server would not give me this anount of
grief on a week end and with no support.
