933360 isn't exactly a patch, it's a utility that runs and modifies the registry entries with the updated time zone data; it doesn't change any system files
alternatively, you can download the tzedit utility manually if you like and change the dst start/end times that way on the nodes
wouldn't hurt to run it and it will show the dst start/end times

I installed a new server couple months ago and applied DST patch KB931836.
But it didn't take effect this weekend. The time changed to standard time.
I had to apply the new DST patch KB933360. But on a cluster I have KB931836
and it works good. Do I need to apply KB933360 too?
