XP and Server 2003 have the lodctr command to rebuild the counters, try sifting trough here if kb300956 doesn't fix things:

I have a Windows 2003 Server that I am trying to run performance monitor against. This server is running Exchange 2003.
Initially all of the Performance Monitor Counters and Objects would only display as numbers - these numbers meant absolutely nothiing to me and made collecting data impossible.
Using MS KB article 152513 I was able to determine that the "Performance Registry Key" was missing the "009" subkey (don't know where it went - but it was GONE!). Once I restored this key, I was able to get the basic counters (RAM, disk, network, etc). And some of the registered services are listed - but not all.
I've download Extensible Performance Counter List (Exctrlst.exe) and it shows all the counters correctly and enabled.
I'm at my wits end and can't seem to find any information on troubleshooting this issue.
