NT backup error

Still hoping for an answer on this one:
Ok - problem started occurring under Veritas 10d, followed their KB to run
the job under NTBackup for this error, still errors.....anyone? Account used
is a domain admin and in the local admin group as well....
Error: You do not have permission to access portions of System
State\Registry\software. Please see the owner or administrator to get
permission. Warning: Unable to open the file \Registry\software - skipped
