You can use the expand command, works on all windows versions. Just extract the SP to a folder and use expand for the files you need.

Our company doesn't get media with our licenses about 50% of the time.
Often when installing an app that rides the Windows Server 2003
platform, it will ask for us to put in the SP1 CD. I have the
WindowsServer2003-KB889101-SP1-x86-ENU.exe file but when I run it, it
extracts the files to a default directory it creates without filling
in the entire file extension. For example comsvcs.dl_ instead of
filling in the underscore with an "l". Does anyone know how to
extract these with the file extensions filled in? This would help me
to be able to point the application installs requiring the SP CD to a
folder that has the files instead.
