No, to be sure check the FSMO roles on the running machine and the Global catalog. Since Windows 2000 theire is no longer primary or secondary. The important part are the 5 FSMO roles and the Global catalog.

The remaining server is the primary DC and also DHCP. The one been
removed was brought in as a "secondary" DC.
Does this matter?

Make the staying DC Global catalog if not done.
Check that DNS is installed as Active directory integrated zone and
configure the clients to use the staying DNS server.
If you use DHCP check that the second also is DHCP server with the
right config for your environment.
If everything is running, then you can demote the server with dcpromo
and follow the wizard (read carefully). After the demotion shut it
down and then you can delete the account from the domain. Because you
make a new install a new SID will be created and even if you use the
same name it will be identified as totally new DC in the domain. If
you don't demote the server you will have a lot of replication errors
in the event viewer.

I want to remove a 2nd Server 2003 off our domain to upgrades drives
and install OS again. It is installed as a 2nd domain controller.
How do i remove it successfuly and then return it again after the
re-install process?
