Any applications on it (SQL Server...) ?
I think you mess around.
CTRL+ALT+DEL,alias SAS (Secure Attention Sequence) is a hotkey registered by Winlogon. This has nothing to do with powershell..

I think it's excellent, except I've found that the keyboard and mouse can become totally unresponsive on start-up, except when you use CTRL + ALT + DEL, which is interesting because I know this thing has a built-in Powershell but I don't know if it still sees the Task Manager as just another task.

That's ok mate , i'm in OZ, about your problem.
I'm testing win8k and yes it's slow on startup.
I think it's related to the GUI which overloading the server at startup
compare to wi3k which the GUI is lighter.
