I am an admin at a college with a Windows 2003 Server and a Windows 2000
Server.

I need to make it possible so that the students cannot install Firefox. I
don't want to turn off downloads completly.

You could use software restriction policies to stop it running. For example
you could take a hash of the various firefox installation programs and also
the firefox executable and the restrict it from running. You would have to
do this with each new version though. You can also restrict the path firefox
usually installs in but they could just change the path.
