Distribute Access runtime to OU

Hi,
I'm not sure if this is the correct newsgroup for this question, but if not,
I'd be glad for someone to point me in the right direction....
I am having some difficulties deploying the Access 2003 runtime across our
network.
I tried deploying it as a test via group policy to a small OU. The machines
are freezing on the 2003 runtime install. We are successfully publishing
office 2000, 7 zip, adobe acrobat and a few other applications from GPOs. I'm
not sure what is causing this to freeze. I've tried manually installing the
msi files onto a workstation. If I run from the application msi file, it
installs with the access 2003 runtime.
However if I run the accessrt.msi manually, the computer informs me "the
system administrator has set policies to prevent this installation". There
are no such policies set on the workstation.
Is there a way of deploying this msi silently?
