ISA Unexpected error

I am running windows 2000 advance server on one server and ISA server
2000 SP2 on another server at my company. Now my management has
decided to apply some rules on users to prevent them from using
unauthorized sites and services. The problem is when I made the access
rule and enable them, the discovery process from client took a lot of
time and the surfing has become very slow, However, when rule is
disabled everything works like a flash.
Anyone has a clue what that may be??
