Im looking into the xcacls, I have never seen that before. sadly when
I run it, it doesnt really say anything different than I already knew.

Im looking at some other possible solutions. That when xl opens a file
it opens temp files and those may not have the right permissions.
If I resolve it I will get back. I think it is an interesting problem.
