You are correct here- this will let anyone generate mail
that is logged onto the server.
-However-
The only anonymous way someone can be logged onto the server
is if they are viewing one of the hosted websites

The empty list for allow will not allow any relaying unless
they are authenticated users.

Since I did this I have no issues with relaying, but I have
logged plenty of rejections from the former abusers- even
someone who has a computer name identical to my servers IP
address
