You may have already tried this, but create a shared printer on one of the
file servers to which Macs are successfully accessing shares. If they still
can't print, then I would have to ask the question:
Are they prompted for credentials? You made me think of that when you
mentioned that users are prompted for credentials when they access file
shares. If they are not prompted, how can they be authenticated? You may
have used the "Everyone-Print" permission, thinging that would allow the Mac
users to print. Keep in mind that in Windows 2003, the Everyone group no
longer includes Anonymous. If your Mac users are not using domain accounts
(they must not be if they are being prompted for creds), they are anonymous.
In the Local Security options, you can change the default so that Everyone
does include anonymous, but I would hate to see you use that workaround.
Instead, I would research if there is a way to authenticate when using a
print share from a Mac.

I would like to point out that our Mac clients are able to connect to file
shares just fine as we are prompted for credentials at the time of
connection. However, the adding of a printer remains another story.

problem, so you have figured out that there must be a GPO applied to the
domain or an OU that affects this.
You also say that you applied a test policy that overrides the SMB signing
policy. Where did you create the policy? If it was a local policy, that
won't hold up to a domain or OU applied policy. If you want to make sure
that the correct policy is applied, then apply the policy that disables
SMB
signing to the OU that the server is directly a member of.
Most importantly though, you need to run rsop.msc to see what policies are
actually being applied to the server and from where.
