Even with /PAE you would not be able to get the full 4GB. Your video will always
keep a part of the RAM.
Could you elaborate this? I've got several Standard Servers with
4GB RAM, PAE enabled, full 4GB of RAM are available to the OS.
Without PAE, depending on the model i see something from 3GB to
3.5GB.
