Generally a system state backup is enough to put all MS windows native services back the way they were.

What is the minimum data that needs to be backed up on a Windows 2003 server, in order for the server to be restored?

For arguments sake, lets not worry about if the data needs to be current. Just what data (System State, C:\ files, etc.) needs to available if you need to restore a server from backup tapes.
