I am not clear as to whether DNS updates have ever happened on your system. However, have you made sure that the DHCP sever is allowed to update the DNS, ie is not blocked (I assume Windows DHCP/DNS services can do this).
I use a Linux based DHCP and DNS and have the DNS set to accept updates from the Windows servers and DHCP server only. All update attempts initiated by the clients are ignored.
