restart a domain controller



dear all,

I have a problem to give the right to a userid to restart a domain
controller (w2k).

I configured the following settings:
- give the right under Terminal Services: Full access for the userid
- Local Security Settings:
Local Policies -> User Rights Assignment -> Log on locally: I added the
userid
Local Policies -> User Rights Assignment -> Shut down the system: I
added the userid
I tested with TS and I logged on locally. But I do not have the choice to
shutdown or restart. Only log off.

Is there anything else I have to do, because a shutdown or restart is not
possible?
