As Herb siad, you can access your files with a VPN. You
could also use FTP or Remote Desktop (= terminal server).
There is no need to have a static IP address. You can register
a free domain name with companies such as www.dyndns.com
theat will track your dynamic IP address.

In the new Windows home server they say that you would be able to accessany

Yes, but I don't know the "new Windows home server" or at least which
feature you are referencing.
You can access resources on any Windows box if a couple of things
correct: you can route to the location (on the correct ports or
generically
using a VPN or dial up), authenticate (domain or machine), and if you
the correct permissions.
In general, this means you can get to the same things you can
access when ON the network, IF you can reach them when
coming in remotely.
How would you physically get to the network?
