Not sure where to post about TimeZone Problems

I'm hoping someone can help me out with a problem I'm having. I have
a Windows 2003 Server with all its updates and the DST patch for the
new timezone information. It is keeping time just fine and has since
the change.
However, the clients which are Windows XP Pro SP2 with the updates as
well as the DST update, they keep jumping an hour ahead. I've
uninstalled and reapplied the patch but that doesn't work. And I've
tried synchronizing them to the Windows 2003 server but that doesn't
work. They all will jump one hour ahead of the correct time. They
are using outlook 2003 which obviously this creates a huge issue with
their time and calendaring features. Please help.
