From the dhcpmgmt.msc menu right click the server. If you see unauthorise,
that means it is correctly authorised altready. If you see "Authoruise
Server" then you need to do so so addresses can be issued.

Again, this could be a Replication problem also since authorization is held
in AD somewhere.

If you are doing it from NETSH when you do Show all, It is in the line
that says (Sorry working from Memory here) something like DHCP is part of
AD and ends with the styatement TRUE. If it is false then you will need to
authorise it and off the top of my head I don't know the NSTSH commands
for that.

Note the above only applies in an Active Directory Domain, In a workgroup
envitroment please ignore all of the above.

I believe it would also work for a Workgroup Server which is exposed to
authorized DHCP server from a domain -- they send out multicast DHCPInform
messages which cause the 2003 Servers to respect the requirement.
