When attempting to log on to msn.com, Microsoft.com, windows update, in fact
virtually all MS sites I’ve tried, I see the hourglass at the lower left of
the IE6 browser (IE7 on Vista), with “Web site found. Waiting for reply”
where it would normally appear.
The progress bar moves sloooowly along for about 30 minutes before finally
timing out, with the browser error:
The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be
experiencing technical difficulties, or you may need to adjust your browser
settings.
When I ping from the command prompt I can hit sites such as google, yahoo,
lycos, apple, as well as many private sites I get round trip reply times
ranging from 22-57 ms.
MS sites, and others such as aol.com immediately time out when attempting to
ping.

All Windows 2000 (3 machines) and 2 Vista machines have this trouble.
I will have the customer check the error message. It takes about 10-15
minutes sometimes before the message appears. In the meantime the page shows
at the bottom that its loading (any MS page)

what's the error page? relating to network timeout (heading to that msn
is on a different wire than google...)
or, is it a router/firewall problem? 3rd party firewall? One computer,
or many? (many, from reading your post.... Is there a "work enabler"
somewhere, such as one of the products that keep people working rather
than surfing?)
how about other windows os'es..?? XP, fer instance? grab a laptop that
works and put it on that network segment..
do lots of crazy trials.. sometimes i've stumbled across things like
soundcards that disable harddrives.. (b/c they used to have ide
controllers embedded from the olden days..)

Other sites such as google, yahoo, etc. load immediately with no problems,
however any MS site (and a few others I've forgotten) "sit and spin," giving
an error page after about 10-15 minutes.
They rely on MSN premium mail so this is real problem for the client.
An MS tech helped me resolve the situation several months ago on one of the
W2K machines by modifying the MTU settings in the registry, but the problem
came back a month or so later.
Now their new Vista machines have the same difficulty.
