Must i join any domain first ? then in the GP, i right click the local
security policy -> view->DC option, is it ? Sorry for asking many question
as i'm not very good in gpolicy.

Set it up to connect to the DC.... that is the way GPEdit works.

You might need to build your own with the MMC, add snap-in;
when you do that it will ask which DC you wish to use usually,
and if it can be changed at startup.

I can use remote desktop to login , but at login window there is an
error saying 'an user initial startup program has an error when
starting, user is now logging off'. then remote login terminated. I can
use terminal service manager to connect to that server but how to goto
group policy as u mentioned ? Thanks

Well don' use TS manager. Use the GPEdit.msc, from the AD Users
and Computers or GPManagement console (depending on which you
have.)

Well, you didn't need Adminpak if Terminal Service logon was working,
right?

Whatever method you use to get to the Group Policy make sure you
didn't
leave SR Policy enabled but WITHOUT the proper directories allowed.

If necessary, temporarily leave it and set ALL C:\ D:\ etc paths to
allow
executables.
