with no FAIL or WARN messages.
This is not nearly long enough for a good DCDiag so my guess is you
ran it remotely -- I don't usually mention it but the best method is to
always run the DCDiag LOCALLY since if the DC is having problems
you can't even ask it all of the questions....
On the new DC, I get a few fails and warnings:
Starting test: Services
RPCLOCATOR Service is stopped on [IPASERV]
Might be part of the problem.
Starting test: systemlog
System log errors can be clear in the log, and then if they do not
reappear in a reasonable time they are old and irrelevant.
An Error Event occured. EventID: 0x40011006
Time Generated: 03/02/2007 17:14:46
Event String: The connection was aborted by the remote WINS.

Time Generated: 03/02/2007 17:44:46

......................... IPASERV failed test systemlog
Show us the "IPconfig /all" from a client that experiences the problem
with no working when the first DC is down...
Perhaps from the Second DC too.
