MSMQ COM+ Startup Issue

We have a MSMQ COM+ component which installs fine but fail to start with
following message. We have faced this issue here but once we update the
windows patches it started working. But we could not find which patch causes
it to work.
Can any body let me know if you have faced this issue and resolution for the
same? We are using Windows 2003 R2 EE
