Thank you for using newsgroup!
Based on my knowledge, there is an option to turn off the hard disk on
power management. From your post, I wasn't sure whether you selected the
option. Please refer to the following steps to check you didn't select the
option:
1. Right-click on blank of desktop.
2. Select properties and click Screen Saver tab.
3. Click Power management.
4. Make sure Turn off hard disks is set to never.
If this setting is right, I suggest you take the other USB hard drive to
test and check if this problem occurs. If the other hard disk doesn't turn
off, it may be related to the hardware of the USB hard drive.
