It sounds as though you have a Group Policy operating that is controlling
the User Rights. Someone must have added the policy to AD for this to start
happening.
As it happens, one of the MS security templates does this, so maybe, just
speculatively, someone has applied this template.
To test this, make sure in AD that no policies are being applied, and amend
the local policy manually. However, you need to be very sure that you have
the correct security settings afterwards and not just open it up to get it
to work.
Also make sure also that full security auditing is turned on, and see where
it is failing.

hi --today websites on our server started throwing 401.1 Not Authorized
error. We checked several things but no help. Finally found that network
users are denied access on the system (since IIS anonymous users access
sites via network rights). Using "Local Security Settings" MMC we navigate
to Local Policies > User Right Assignment. Double click on "Access this
computer from network" and add "Everyone" to it. When this is done, sites
start to work properly. After few minutes sites again stop, when we check
local security setting our settings are vanished and "Access this
computer
from network" is blank!

This problem is driving us nuts beside costing business since client's
sites
are down. We checked server, there is not virus etc. Any help is
appreciated, we are will to pay for help.
