I presume xxx is the external address and 192.168.1.75 is the
internal address of the actual FTP Server?
You have mapped port 21 (FTP) on the outside to Port 21 on
the internal FTP server 192.168.1.75?
Does it work? FTP is a special case since it may allocate additional
ports for data transfer (usually port 20 on server).
Some firewalls will have a FTP definition that already works out some
or all of the problems. You may need to research Active and Passive FTP.

I have an FTP setup on the server that I need to access from outside

public IP. I can access the FTP on the server with the external and
internal
IP. I can access the FTP with the private IP from a PC on the network,

can not access the FTP with the external IP on the network.
On another note, I can not access the external IP when I use Remote
Desktop.
Your external router must do "port", "address", or "service" mapping (aka
service
definition) from the external port to the INTERNAL IP of the real server
and
to
the PORT used by that service.
The internal "server" must use a fixed (manual or DHCP Reserved) address
to
keep the mapping from (potentially) changing on every reboot.
